It turns out that the local rich man, Malgrove, is behind the robberies. On the other hand the visuals and camera angles make the film gorgeous to look at and the performances of both Curtis and Hunt help carry even the most over-the-top elements. Megan, who is now under investigation by internal affairs because there was no gun found at the scene, ends up in a cat and mouse game with Hunt who starts using the stolen gun to kill innocent people using bullets that have her name carved on them. Turner fights to keep her badge and solve the murders with the help of Detective Nick Mann. Curtis plays a New York cop, who graduates from the police academy in the pre-title sequence, and the movie's villain is As the movie opens, Curtis shoots and kills a stickup man on her first day on the job.

When the grieving Betty overhears his plans, Malgrove and his henchmen kidnap her. In the meantime, however, her social life picks up: Silver arranges to meet her "by accident," and they begin to date. He gets her back her gun and badge so he can use her to track down the psychopath killing everyone. He appears to be in town investigating a string of robberies committed by the Polka Dot Bandit, but when he is a little late in discovering one of the Bandit's thefts, Sheriff Jake thinks Carruthers is the thief. Mann and Turner return to her apartment, where unbeknownst to them, Hunt is patching up his wound in her bathroom. Since no gun was found on the perpetrator's person or at the scene and none of the witnesses could corroborate Megan's story definitively that the perpetrator was indeed wielding a gun, she is suspended from active duty. Shortly thereafter, Hunt begins hearing voices telling him he is unique and to kill again.

She and her father were bringing desperately needed provisions to town, but the bandits have successfully cut off any supplies, forcing the townspeople to consider fleeing their homes or starving to death. Meanwhile, homicide detective, Nick Mann Brown gets Megan promoted to detective. Meanwhile, Hunt uses the stolen weapon to go on a killing spree. Hunt attacks and rapes Megan and she eventually kicks him away and gets her hands on her gun and shoots at him, but he flees. Megan has to convince her colleagues, especially Nick, that she is telling the truth about Eugene, while stopping him from killing again and equally as important stopping him from his continued psychological torture of her.
